Mr Digger Sydney Macfoy
Deputy Secretary, Finance and Administration

Mr Macfoy is an indigene of Freetown. He attended the Sierra Leone Grammar School and the Government Secondary (Boys Residential) School, Bo. In 1989 he graduated with a BA General / Humanities (Div. 3.

He was appointed in May 1993 as Administration Officer (cadet) in the Civil Service and posted to the Ministry of Foreign Affairs and International Cooperation.

At the Foreign Ministry, he worked in the Political, Economic & Technical Cooperation, and International Divisions, and served as Deputy Director in the last two divisions. After the reconfiguration of the Divisions into geographical regions in 2005/6 he worked as Deputy Director in Europe Division. He benefited immensely from diplomatic training programmes with certificates acquired both in and out of Sierra Leone. Such programmes include: IPAM, USL-Diplomatic Training (organized by Commonwealth Secretariat); Foreign Service Academy (FSA) Islamabad, Pakistan; Foreign Trade Institute (FTI) Pakistan; Diplomatic / Cultural JICA, Tokyo- Japan; Institute for Diplomatic Studies (IDS) Cairo, Egypt; Workshop on Structure, Drafting and Adoption of UN Resolutions by UNITAR, New York, UN HQ.

After the Foreign Ministry, he did a two-year stint at the Ministry of Internal Affairs and served as Member (representing the Ministry) Advisory Committee, National Commission on Small Arms and Light weapons. He was appointed Deputy Secretary in January, 2013 while at the Internal Affairs Ministry and two years later posted to the Ministry of Defence.

His overseas assignments include: Team Member, Assessment Mission of Sierra Leonean Refugees in Liberia (June 2000); Delegate to 51st/ 2nd/3rd Session of the Executive Committee (EXCOM) of the United Nations High Commission for Refugees in Geneva, Switzerland; First Secretary, Permanent Mission of Sierra Leone to the United Nations, New York; Member Technical Committee, Validation Meeting on the Draft Strategy for Cross - Border Peace and Security in the MRU (Oct. 2013).

He is pragmatic, enlightened and a humanist.

His hobbies are listening to music (eclectic), watching football and English movies, swimming and reading; and favourite local snacks breadfruit chips and sesame cakes.
